How to stop atrocities on women!

Recently an employee of a call centre was murdered.The murder was committed by the driver who was frequently ferrying these girls to their destination.Now, the question is ...should any one on this earth be believed and relied upon?And what is the use of shouting hoarsly about it when the girl is no more? We think about prevention after the crime...Why not women be empowered to stop these atrocities? No one will help them,they have to do it themselves.What about permitting to severely punish a prospective rapist in self defense? What do youy think?
